Only once they get the 'all clear' from the Board will they give their consent," said someone in the know of things.This could even mean bringing about certain changes to the conflict of interest clause."This is a very delicate issue. As it is, the CAC consists honorary members. We'll soon act against them for dereliction of duty."Asha workers --- trained community health workers aged 25 to 45 and educated at least up to Class X --- are appointed under the National Rural Health Mission. Apart from providing basic medical help, they are tasked with imparting health awareness and guidance. They are expected to advise institutional delivery but help with home-based delivery if a family chooses that option.Arvind Singh, chief development officer of Lakhimpur Kheri, said health department officials who are supposed to monitor Asha workers' functioning were to blame too."The implementation of the Home-Based Newborn Care programme has been very poor in the district. And we are punished for any lapse in any of these tasks."She said the government's chronic failure to equip the Asha workers with medical supplies made their home visits almost meaningless and exposed them to villagers' anger."We become the target of the families, who hold us responsible for any tragedy at their homes. They don't question the government, which rarely provides us the medicines and other stuff that the newborns and their mothers need. The villagers accuse us of selling these supplies in the market," she said.The health directorate official, however, said: "Some systemic problems certainly exist but that doesn't mean the Asha workers are honest and the department is corrupt. As recently as September, 30 Asha workers of Lakhimpur Kheri were suspended when they were found working at private nursing homes."He added: "Most Asha workers are appointed on the recommendation of politicians."In Uttar Pradesh, Asha workers receive a monthly pay of Rs 2,000 apart from Rs 200 for vaccinating a mother and her baby and Rs 150 for attending a block-level meeting. They are paid Rs 150 for each meeting of pregnant women they hold in their village.In Kerala, Delhi, Andhra Pradesh and Telangana, Asha workers receive a monthly salary of Rs 10,000 besides other benefits for participating in vaccination programmes and maintaining records. Pico Iyer offers an honest, anecdotal and arguably basic cultural kaleidoscope view of Japan
He had immersed himself in the life of the people. Seward, I recall, wrote in one of his books, that he wanted to call it, 'How to Learn Japanese in 30 Years'. To emphasise the difficulties and slow process of learning about another culture. I suppose Pico Iyer, who has spent over 30 years in Japan, alludes to that feeling of not really ever having a sense that you know a country. Iyer comes from a very different background, thinking and style. He seems to spend part of the year in Japan — autumn, in fact — with his family in Nara, and he divides the rest of the time between his home in the US, and work that takes him around the world. He has also chosen the life of a foreigner, not making any effort to learn the language, which he underlines he speaks a smattering of, like a little girl. Alluding to the fact that he has picked up a few phrases from his wife. The book is a collection of aphoristic paragraphs arranged, apparently, in a fan-shaped design. The pretty cover seems to play with this idea, to take the reader on a journey from the outer to the inner, from arrival to the end and a new beginning. Some 50 pages into the book, there is an 'Advanced Guide to Japan', where he discovers that Oscar Wilde provides the key to understanding Japan. Wilde understood the power of performance, and wrote, 'The true mystery of the world is the visible, not the invisible.' Iyer finds confirmation of this everywhere. A yakuza gangster tells him that you have to think of yourself as being on-stage all the time, 'It's a performance. If you're bad at playing the role of a yakuza, then you are a bad yakuza'. It reminded me of that wonderful account by an Ivy League PhD scholar trying to become a bodybuilder, Muscle, The Confessions of an Unlikely Bodybuilder. Samuel Fussel wrote that he had to not just train his body, but learn to walk like a bodybuilder to project his power. This is the fulcrum around which the book turns, or should I say it is the catch which binds the leaves of the fan from where, with a flick of the wrist you can spread the fan and display the delicate painting, and use it. It takes a little practice, but it is something so Japanese, East Asian — even more so, I think, than bowing while speaking on the phone. The book combines observations on Japanese life and culture, koan-like statements that may lead some readers to satori, and random facts. So, some random samples: 'Girls in Japan are trained to put the right earring on with the left hand, because it looks more attractive'. 'When you are all in your robes', the Zen teacher Shunryu Suzuki told his students in San Francisco, 'I can see you individually.' And, 'More people live within 30 or so miles of Tokyo than in the rest of Japan.' The last reminded me of Michael Caine who, in an interview, explained how he just naturally, without any special effort, remembered random facts. He quoted some examples. One, that there is no place in England further than 70 miles from the coast. There are many books on trying to understand Japan and its culture, ever since the Portuguese began going there in the 16th century. Some of these describe the exotic people who do everything topsy-turvy, the wrong way around, are full of contradictions, but are intriguing. This book, for all it's circling, really fits into this pattern. There are limits to understanding a place when you don't have the language. And who are the explanations for? I much prefer reading the effect a place has on a person. The dynamics of the interaction place all on an equal footing. Sometimes, even without language or any deep knowledge of the place, writing emerges that continues to speak to us. Take the case of Jonathan Swift. He sends Gulliver to Japan, where he meets real 'natives', not the imagined ones of Brobdingnag or Lilliput. Captured by a Japanese pirate, he has an audience with the emperor. Swift uses Japan's refusal to trade as a way to look at the limits of European power. He is neither interested in idealising a civilisation, nor in trying to understand the 'heathen'. A more recent book, Ian Buruma's Tokyo Romance, is a thought-provoking recollection of time spent in seriously engaging with Japan, and how this transformed and shaped him. Again, it offers ways of thinking both about Buruma and Japan. Iyer remains a remote figure and his Japan flat. This in itself is startling, given that monkeys, their prowess nothwithstanding, are yet to be given the right to vote in a nation that venerates them. What has exercised Ms Malini is that much like Homo supine couch potatoes, simians have started to smack their lips at samosas and other kinds of popular, but unhealthy, snacks. Worse, they have turned down all offers of a healthy diet, said the parliamentarian. The stubborn politician, who refuses to honour the good of the people, could well be the model for monkeys here. The solution - at least the way Ms Malini sees it - is simple: a 'monkey safari' must be built. The details of the proposal remain hazy; is Ms Malini certain that the primates would agree to be shepherded into such a refuge? There is, of course, the Bharatiya Janata Party's claim of cows mooing in delight at the thought of gaushalas built for them but monkeys, given their temperament, could turn out to be a different kind of fish. Ms Malini, like her peers, could think of invoking the BJP's favourite divine figure; he would certainly make the simians fall in line. But then, there is another - serious - problem. Ms Malini's voters have not taken kindly to her prioritizing monkey over man. Mathura and Vrindavan - they fall under Ms Malini's watch - are beset with several problems. Thousands of widows who throng to the cities are denied dignity and basic amenities; the closure of textile factories has led to growing unemployment. Ironically, the blame for the monkey menace, a serious problem, lies squarely on the shoulders of man. Loss of habitat coupled with the apathy of civic bodies has contributed to this singular man-animal conflict. The management of strays is shorn of a modern outlook. Sterilization is the key to controlling stray populations but civic bodies in India often resort to capturing and killing animals. Public veneration of animals - monkeys and cows - is not enough. If you badly want to have ice cream, know that the idea has come from the chitta, which has stored the memory that eating ice cream makes you happy. The ahamkara or I thought adds fuel to that thought and makes you think, "I want to eat ice cream". The manas shows you the possible ice cream shops nearby that you can get from and the buddhi, or intellect, dragged by the rest of the three decides and says, "Yes, you can go for ice cream." One aspect of the subtle body is the Pranamayakosha. It contains mainly prana, but with five different functions. The prana is the vital energy that holds together the gross physical body and the mind. When this layer weakens, the individual feels depleted of energy. 180 Bangladeshis arrested while fleeing India, NRC listed among reasons
All the arrested people were handed over to Mohespur police station in Jhenaidah district of Bangladesh, across West Bengal's Nadia district. 'They said they went to work in India and returned because of unfavourable circumstances. In India, most of these people lived in Bengaluru,' said Rashedul Alam, officer-in-charge of Moheshpur police station. Bengaluru police arrested 60 Bangladeshis in a recent crackdown and sent them to the border on Saturday to be repatriated. A senior West Bengal Police officer, who follows illegal immigration, said, along with the Bengaluru crackdown, Indian government's decision to identify illegal residents through the NRC (National Register of Citizens) exercise, may have also influenced the retreat. 'The fear of pan-India NRC possibly stopped them from moving to any other Indian state,' said the officer who did not want to be identified. Sabyasachi Basu Ray Chaudhury, a professor of political science and migration expert, also listed NRC as a possible cause. 'The arrest of 180 persons in 20 days from just one police station area is unusual. I think that the fear of citizenship screening exercise and India's economic slowdown have both played a role in this,' Ray Chaudhury said. The West Bengal BJP welcomed the news and said the 'fear of NRC' had started to work and the illegal immigrants knew that they can't be 'protected by anyone'. 'Those in Bengal are still banking on Mamata Banerjee's promise of stalling the NRC. They too will start returning to Bangladesh once they realise that Banerjee can do nothing,' said state unit president Dilip Ghosh. Shehal Sherin, a fifth standard student, died after being bitten by a snake inside her classroom on Wednesday. "We want justice for Shehala. Stern action should be taken against the Parents Teachers Association (PTA), the teachers who refused to rush the student to hospital and the doctors who refused to treat her," a student said. A boy student, with a plastic snake wrapped around his neck, said there is not even a first aid box in the school where there are snakes slithering everywhere on the playground and in classrooms. There are snake pits in many places in the school compound, he said. Basic facilities like clean toilets are not available at the vocational higher secondary school, some others said. Meanwhile, Wayanad District Sessions Judge A Harris visited the school this morning and saw the sorry state of the school and its premises and said it was unfortunate. "We are taking the situation seriously," he told reporters. District Child Welfare Committee (CWC) President K Aravindakshan said based on newspaper reports on the death of the student, CWC had on their own registered a case. Meanwhile, the government has suspended a casualty medical officer of the Bathery taluk hospital for not administering anti-venom to the child. Shehala Sherin, a fifth standard student, was taken to hospital over an hour after the incident at around 3 pm on Wednesday, her fellow students had alleged. Though her parents rushed her to four hospitals where no anti-venom was administered and they were told to take the child to the Kozhikode Medical College hospital, which is about 90 km from Sulthan Bathery. Chief Minister Pinarayi Vijayan said the incident was unfortunate and assured strong action against those responsible for the lapse in saving the child's life. "The teachers are supposed to educate the children on how to react in such situations. But in this case, the teachers, despite repeated requests from students failed to take the child to hospital," the chief minister said. Strong action will be taken against those responsible for any lapses in their duty, Vijayan added. Congress leader and Wayanad MP, Rahul Gandhi wrote to Vijayan, saying the school's "crumbling infrastructure" needed urgent attention of the state government. After a preliminary probe, a teacher, Shijil, was suspended for alleged lapse. Kerala Human Rights Commission and Child Rights Protection Commission have registered separate cases. ... Renewal of license for the second year will be with a 10 percent enhancement from the first year's amount. The Commissioner of Prohibition & Excise will fix the number of bars in each of the Urban Local Bodies (ULBs) like Municipal Corporation, Municipality and Nagar Panchayats, duly reducing the existing number by 40 per cent. In case only one bar exists in a ULB, the number will be retained. The number of bars in respect of 3-Star and above hotels and micro breweries existing in the ULB shall be excluded from the existing number of bars and the remaining ones will be reduced by 40pc. The licence period shall be two years from January 1, 2020 to December 31, 2021. In case of more than one applicant in a notified area, draw of lots by the respective district collectors will decide the eventual licensee. The business hours will be from 11am to 10 pm in respect of bars other than 3-Star and above hotels and food supply up to 11pm. Voting underway in 13 seats in 1st phase of Jharkhand assembly election

Voting will take place across 3,906 polling stations, out of which 989 will have webcasting facilities, an Election Commission release said. Polling personnel, deputed in remote areas, were being airlifted, EC officials said. A total of 1,097 booths have been declared hyper LWE sensitive, while 461 polling stations are LWE sensitive. 'We have made adequate security arrangements both for electors and polling personnel. A large number of security personnel have been deployed at all polling stations, besides heli-dropping and cluster arrangements have also been ensured,' said Vinay Kumar Choubey, chief electoral officer (CEO), Jharkhand. Monitoring exercise is being carried out by flying squads to prevent violation of the Model Code of Conduct, such as distribution of cash, liquor and other inducements, the officials said. The BJP is contesting in 12 seats in the first phase, while it is supporting Independent Vinod Singh from Hussainabad. The opposition alliance of the Jharkhand Mukti Morcha, Congress and Rashtriya Janata Dal is contesting in four, six and three constituencies, respectively. Prominent candidates in the fray are BJP nominee and Jharkhand Health Minister Ramchandra Chandravanshi and Jharkhand PCC president and ex-IPS officer Rameshwar Oraon. Oraon is taking on ex-PCC chief and sitting legislator Sukhdeo Bhagat, after the latter joined the BJP recently. The master plan of the new city was being worked out, officials said, with an eye on the year 2040. AECOM had also conducted a kick off and inception meeting of the project in May 2019 which was chaired by Rajesh Khullar, Principal Secretary to the Chief Minister. 'The new city adjoining Gurugram is a major step towards planned urbanization along the KMP expressway and alleviating pressures on the existing urban centres in the region,'' said an official. Outgoing Additional Chief Secretary, Industries and Commerce, Devender Singh said that the government plans a comprehensive review of the project soon. 'The suggestions of the core group members will be incorporated before the next round of deliberations,'' Singh said. He said the proposed new city adjoining Gurugram was a part of state government's larger plan to set up five cities along the alignment of KMP expressway in the national capital region (NCR). A Panchgram Development Authority will be set up to fast track the projects. The new cities will act as new urban centres and also open opportunities for trade and commerce. 'A draft Bill was presented to the Council of Ministers earlier this year. Following suggestions from the ministers, it is being reshaped and will be put up before the cabinet again,'' Singh said. As per the AECOM report, the planning of the 'Dream City' presented several opportunities that can be leveraged to make it an emerging economic growth centre. 'The new city will be strategically located with direct access from multiple roads and railway network. To make the city livable, adequate land would be earmarked for public facilities and amenities like universities, colleges, schools, institutional areas, public officers, open spaces, forests, stadiums and parks,'' said a Haryana official. Issues like seismic vulnerability, water scarcity, transportation would be kept in mind during the planning stages. Besides, the development and planning strategy would consider the existing villages and towns to ensure a reciprocal relationship between urban and rural areas. The consultant's report said that in the first stage of planning, an extensive process of analyzing baseline data including the physical site survey was carried out. 'The consultants have identified development and no development zones, done land suitability analysis, assessment of potential development and growth directions and prepared three feasible spatial alternatives,'' said an official. A PIL moved by Citizen Whistle Blowers Forum alleges that the group companies of Indiabulls had, through its promoters, 'been advancing dubious loans to companies owned by large corporate groups which in turn have been routing the money back to the accounts of companies owned by the promoters of Indiabulls, so as to increase their personal wealth'. The PIL also alleged that while Anil Ambani-led ADAG had received as much as Rs 1,580 crore in loans and invested Rs 570 crore back in the company and its group firms, DLF had received Rs 1,705.54 crore as loan and invested Rs 66 crore back. Gautam Bhalla-owned Vatika group was loaned as much as Rs 4,600 crore by Indiabulls Housing Finance, the PIL further alleged. The MCA received reports for two investigations ordered against Indiabulls Ventures and Indiabulls Housing Finance on November 15 and 19, respectively, while another report probing alleged irregularities in Indiabulls Real Estate is yet to be submitted, the affidavit to the HC said. The government had in July last ordered an investigation into the dealings of Indiabulls group. In September this year, the HC had agreed to hear the case, and issued notices to Indiabulls, its promoters, as well as the MCA. Indiabulls has maintained that the PIL was a part of a motivated attack on the firm, aimed at causing loss to the company and hampering its day-to-day operations. The PIL, the company had then told the Delhi HC, was 'malicious' and 'mala fide' and that the 'averments made in the petition are a pack of lies motivated by vested interest and has been filed without any research even on publicly available records of the company'. On whether the government plans to introduce censorship on the content of such online streaming platforms, he said, 'Ministry of Electronics and Information Technology has no plans to introduce censorship on the content appearing on online streaming platforms'. 'The government is committed to freedom of speech and expression and privacy of its citizens as enshrined in the Constitution of India,' he said. Sanjay Dhotre noted that Information Technology (IT) Act has provisions for removal of objectionable online content. 'Section 69A of the Act empowers Government to block any information generated, transmitted, received, stored or hosted in any Computer Resource in the interest of sovereignty and integrity of India, defence of India, security of the State, friendly relations with foreign States or public order or for preventing incitement to the commission of any cognizable offence relating to above,' he said. In addition, section 79 of the Act provides that intermediaries are required to disable/remove unlawful content on being notified by appropriate government or its agency. 'I started running with a motive to shed extra kilos. But because of my then work profile, I didn't have time to exercise. So I thought of running as I could do it anytime, anywhere. This was how my tryst with running started,' says Wadhwa, who now works as a recovery agent for banks. 'Soon I started enjoying running and gradually it became a very important part of my life. Today, wherever I travel, running shoes is the first in my carry-on list.' Wadhwa has now over 15 official (and many unofficial) half-marathons (21km) as well as three marathons (42km) to his credit. 'I make it a point to do all my local office related commute on a bicycle,' he says. 'Exercise, especially running, has become an integral part of my life and I can't think even a day without it.' Taking a cue from the growing runners' community in the metros, Wadhwa and his friends formed Chandigarh's first running club—Chandigarh Runners Club—in July 2014. It started with a handful of enthusiasts but today has over 4,000 members from all walks of life. In the last five years, the city has seen more running groups and clubs mushrooming with some regularly organising Sunday runs with over 200 runners. 'Around five years ago the city used to see one or two runs a year but now the scenario has totally changed. There is a vertical growth in running events being organised in and around Chandigarh,' says Ashok Giri, who is one of the founder members of the Chandigarh Distance Runners—a club with over 500 active members. Giri too took to running with the sole aim of shedding extra kilos. Running marathons was never a target but gradually the 43-year-old switched over to long distance running. And now, his half-marathon count is 20 and marathon is 11, including two overseas. 'I started with a small stretch of daily run and then moved to 5-10km and later to half-marathon and marathons,' says Giri, who is a lawyer. 'When we started the club, most members were not from sports backgrounds so we didn't have much idea how to train for long distances,' Giri says. 'Gradually, with experience and inputs from fellow runners we designed our training schedule and kept on adding new things to it. But Sunday group runs are the key behind our success and a great motivation for new members to target marathons—half and full.' The Sunday sessions of the Chandigarh Distance Runners starts with a 'hill' run of 21km on the first Sunday of the month. On the second, there is a 21km run in the tri-city (Chandigarh-Mohali-Panchkula) and on the third, the club has a High Intensity Interval Training—a circuit training session. 'On the last Sunday, we wrap up the month with a little relaxed schedule with a birthday run. After 21km, we cut a cake for all runners, whose birthday falls in that particular month. It adds some enjoyment and helps in bonding,' says Giri. 'For the new members, we have 10-15km runs with the same schedule. Later on, they graduate to 21km.' In between the Sunday runs, the group follows a five-day-a-week schedule. 'After a long run on Sunday, Monday is an off-day for recovery. We start weekly training with stairs on Tuesday which helps in building strength. Wednesdays we do cycling between 25-50km and on Thursdays we do interval strides. Friday is for strength (gym) and the sessions are for 35-50 minutes. We keep Saturdays off or do very light training,' says Giri. Before getting introduced to running, Jaspreet Kaur had two worries—being overweight and starting the day with a pill to control her thyroid. A mother of two, Jaspreet took to running in July 2017 and in a year she lost 18kg—from 74kg to 56kg—and for the last 10 months she has been able to go off thyroid medications as well. 'The results of running are unbelievable,' says the 39-year-old. 'I try to motivate people that running or exercising is not only limited to losing weight or to be in shape. If you don't have extra kilos that does not mean you need not exercise. You exercise to remain fit.' Now a core member of Chandigarh Distance Runners, Jaspreet is regularly running half-marathons and ran her first marathon in Delhi last year. To keep their members upbeat and break the daily running monotony, clubs keep on adding new challenges. For example, a Navratri run—nine days of running 9km every day. 'On June 4, we started with the Independence Day run for 73 days—to celebrate the 73rd Independence Day—and we finished on August 15. Republican Party of India (RPI-A) chief and union minister Ramdas Athawale on Monday suggested a power-sharing agreement between the Shiv Sena and the Bharatiya Janata Party (BJP) to end the deadlock over government formation in Maharashtra. Athawale, whose party is part of the BJP-led National Democratic Alliance, said the 'compromise' formula was discussed with senior Sena leader Sanjay Raut. The proposed agreement will allow both parties to occupy the chief minister's post. 'I spoke to Sanjay Raut ji about a compromise. I suggested him a formula of three years (BJP CM) and two years (Shiv Sena CM) to which he said that if the BJP agrees, the Shiv Sena can think about it. I will discuss this with the BJP,' news agency ANI quoted the Union minister on Monday in New Delhi.Despite attempts, Raut could not be reached for a comment. Describing the manifesto as moderate, compared to the main opposition Labour Party plans for a massive spending spree, Johnson further stressed that 50,000 new nurses and 20,000 more police will be hired. There would also be more spending on infrastructure, science, and education, while at the same time controlling debt. The manifesto continued to give the governing Conservatives a double-digit lead over Labour. His company had bought the music rights of Radha Ka Sangam and Anuradha felt that her younger voice suited heroine Juhi Chawla better than Lata's did. Before its release, this Govinda film was considered hot property and everything connected with it was labelled prestigious. It was a prestige issue therefore to release the music with Anuradha leading the team. In Gulshan Kumar's mind, there was no question of putting out the music of Radha Ka Sangam in anybody's voice but Anuradha's. However, the partners had not reckoned with a force called Balasaheb Thackeray. When news of what was brewing in the recording rooms of the music company reached Balasaheb's ears, he sat up incensed. Lata Mangeshkar was the pride of Maharashtra. How could anybody commit the sacrilege of erasing her voice and replacing it with another? It was said in the 90s that when Thackeray (the original, not the current paper tiger) roared, the whole of Mumbai trembled. So when he roared, "How dare you?" Gulshan Kumar quaked. The music of Radha Ka Sangam was thus one of the rare films of those times that was released without Anuradha dubbing all the songs. If you go on the Net, you'll find Lata Mangeshkar's originals of Radha Ka Sangam and Anuradha's version of all the numbers. Gulshan Kumar did ultimately do justice by his partner - she did get to dub the songs. But only after the music was officially released in Lata Mangeshkar's voice. Politics, power and passion, thus, played their parts in Maharashtra in the naughty 90s too."I am here because of her, feeling helpless and restless," said Nitin Mukesh, who was on a concert tour of the US when Lata Mangeshkar was hospitalised for a lung infection last fortnight. It was because she was so prone to infection that the 90-year-old never stepped out of her Prabhu Kunj apartment to meet anybody. "I've been in love with her since I was a child," enthused Nitin over the mobile phone. "There's a picture of Lataji with my parents and me in my mother's stomach. That's how close our families have been and for so long. I can't imagine a life without her, I don't even want to think about it," he said when Lata was in hospital. It was Lata who was by Nitin's side when his father, legendary singer Mukesh, had collapsed and died in Detroit in 1976, when they were on a concert tour. Lata and Mukesh had a rakhi relationship. "Lataji was with me at the worst point of my life," remembered Nitin as he pointed out, "I inherited my father's name but it was Lataji who held my little finger and gave me platforms across the world. She has shown me the world, taken me to countries one wouldn't even have heard of. She'd introduce me to audiences as Mukeshbhaiya's son who's so talented. That's how I am in the US today on a concert tour. I owe my existence to her. I spoke to her at length before I came on this tour.
