Top guns Sachin Tendulkar, Sourav Ganguly and VVS Laxman, members of the runs & hundreds-packed Cricket Advisory Committee (CAC) of the Board of Control for Cricket in India, have sought "clarity" on their "role" and "responsibilities."Well-placed sources of The Telegraph informed that Laxman sent a "courteous" email on that and related issues, on behalf of all three members, to the two Supreme Court-appointed Administrators.The email was sent a "couple of days ago" in response to a request from Administrators Vinod Rai and Diana Edulji that the CAC "select" the next head coach of the India women's team.Owing to the "short notice" and "prior commitments," Sachin and his colleagues declined to be involved in the process.The Board has, through an advertisement, sought applications by 5.00 pm on Friday. Interviews would be conducted on December 20. According to the new Constitution of the Board, which has already been registered, the CAC alone has the responsibility to choose the national selectors and the coaching staff of both the men's and women's teams.Sachin and his colleagues were hand-picked by the late Jagmohan Dalmiya during his brief second innings as the Board president. That was well over three years ago. All along, neither the CAC's responsibilities nor roles were defined. Ramesh Powar's tenure is over, but T20I captain Harmanpreet Kaur and vice-captain Smriti Mandhana have appealed that the former India off-spinner be brought back. Mithali Raj, the ODI captain, holds a different view. Apparently, Board CEO Rahul Johri (who was at the centre of a very recent inquiry into allegations of sexual harassment) and GM Syed Saba Karim are toeing the Mithali line.Neither Johri nor Saba Karim is known to function without Rai's okay, so it's assumed that the chief Administrator isn't at all in favour of again having Powar on board.Why not?Word is that Diana, with good reasons, is sympathetic towards Powar.In any case, when Harmanpreet and Smriti have endorsed Powar in such strong terms, why not offer him a fresh contract?If Virat Kohli could have his way with Ravi Shastri's appointment as the head coach (he'd earlier been the team director) in July 2017, then why not Harmanpreet and Smriti?Not long ago, by the way, the CAC had declined to fill a vacancy in the junior selection committee. Sachin had a "conflict of interest" on account of son Arjun, while Laxman was honest enough in accepting that he hadn't been following cricket at the juniors' level too closely. Sourav, it seems, did not reply to an email from the Administrators. Back to Laxman's email...From what one understands, Laxman wrote:A) The CAC's "inability" to participate in the "process" of the selection of the next head coach.B) "Request" for adequate "prior notice" to the CAC in such matters.C) An appeal that the CAC's "scope of role and responsibilities" be spelt out to ensure "clarity" in functioning.D) That the clarity issue had been "pending" since the CAC was constituted.E) Reinforced a "commitment" on the part of the CAC to "work for the development of the sport" and to do so on an "honorary basis."Clearly, the "honorary basis" bit needs to be highlighted and all three - Sachin, Sourav and Laxman - must be applauded. Telangana Election: Almost 2/3rd of new MLAs are graduates and above
Chennamaneni Ramesh from Vemulawada and Gadari Kishore Kumar from Thungathurthy hold PhDs from Humboldt University and Osmania University respectively. Several of the leaders are from elite national and international colleges including Osmania University, University of Hyderabad, Kakatiya University, Gulkbarga University, Kakatiya Medical College and New York University. Though the qualifications of the leaders seem impressive and is even higher than in a few States with good development indicators such as Kerala, Gujarat and Goa, the number of MLAs with graduation or above is 61 per cent in Karnataka, 68 percent in Andhra Pradesh, 65 per cent in Odisha, and 60 per cent in Punjab. Only 5 of 24 MLAs in Greater Hyderabad hold degrees The qualifications of elected representatives often becomes a talking point, especially among the urban crowd. Ironically in Telangana, while many backward and rural areas have MLAs who are well qualified, of the 24 Assembly constituencies under Greater Hyderabad limits, only 5 MLAs hold degrees. They are from Amberpet, Khairatabad, Musheerabad, Secunderabad Cantt and Quthbullapur Assembly constituencies. While Kaleru Venkatesham and G Sayanna, MLAs from Amberpetand and Secunderabad Cantt respectively, hold law degrees; Muta Gopal from Musheerabad has a BA degree; Danam Nagender from Khairatabad, an MA; and KP Vivekanand from Quthbullapur, an engineering degree. Of the 19 other MLAs from Greater Hyderabad region, 10 have passed intermediate, 8 have received school education up to a maximum of Class X and one MLA is literate, but not formally educated. Did not study to be an MLA! Eleven members have degrees in law, nine are engineers and five are doctors-including Dr M Sanjay Kumar who was elected from Jagtial and Dr Anand Methuku from Vikarabad, who hold masters in ophthalmology and surgery, respectively. Come March, Jaitu biomass plant in Punjab to generate power from paddy stubble
Project manager Karamjit Singh said they have tied-up with baling machine owners who sell paddy stubble after converting it into bales. They will be paid on weekly basis, he said, adding: 'We have set a target to purchase 1 lakh tonnes of straw this season and will double the purchase next year once the plant is functional. He said farmers from Faridkot, Muktsar and Bathinda are coming forward to sell stubble. Baling machine owner Gurdit Singh of Muktsar said he has sold 700 tonnes of straw to the firm. A farmer, Baldev Singh, said the cost to convert 100 kg of paddy straw into bales is between ₹50 and ₹60. 'And we get ₹120 per quintal for straw bales. This is a win-win situation for us,' he said. Faridkot additional deputy commissioner (general) Gurjit Singh said in September, the administration organised awareness programmes against stubble burning. Pakistan to introduce 'sin' tax on cigarettes, sugary beverages
That sum will be diverted to the health budget," PTI quoted Kiani as saying. Sin tax is not a new concept and is charged in over 45 countries, including India. Sin taxes are imposed to discourage consumers from using products known to harm public health and well-being. They are usually put in the top bracket of the tax collection regime, varying from place to place, to make the product so expensive for the user forcing him to relinquish the habit. The fund collected from these taxes goes into other welfare schemes. In countries such as the UK, US, and Canada, sin taxes are levied on a series of products and services, including alcohol, tobacco, gambling, lotteries, sugary beverages and at some places on vehicles running on diesel. In India, sin tax is levied prominently on tobacco and alcohol. Dr Asad Hafeez, the director general of the NHS Ministry, told Dawn, "The United States charges about $1.5 (approximately Rs 200) per pack of cigarettes, while the UK charges 40 pence (around Rs 100) per litre of sugary beverages as a Sin Tax. Thailand, as well as a number of other countries, has similar taxes that are earmarked for healthcare services." "We have not yet decided on the exact amount for a sin tax (in Pakistan)," he said, but hinted that "it will certainly be a handsome amount." "Some 1,500 youngsters start smoking in Pakistan every day, and we want to reduce that number," he added. In Pakistan, tobacco causes some 108,800 deaths every year, which is close to 298 per day. Various health organisations in Pakistan have been demanding the imposition of this tax from some time. Sanaullah Ghumman, the general secretary of one such organisation called Pakistan National Heart Association (PANAH), said that his association had for many years been demanding the imposition of a sin tax. "Recently, during a meeting with President Dr Arif Alvi, we again raised the issue of such a tax," he said. "The minister for health was also present at the meeting, and the president assured us that he would do what was possible," PTI quoted him as saying. How Pakistan reacted The news received mixed reaction on social media, where some people hailed the proposal while some had reservations over it being termed as 'Gunnah'. Leading the pack of dissenters was Federal Minister for Water Resources Faisal Vawda, who though welcomed the move, showed his reservations with it being called 'Gunnah Tax'. "I'm a chain cigarette smoker myself and I appreciate all the measures taken by the government to discourage smoking and I understand it's injurious to health but this term "Gunnah Tax" is inappropriate. If this is gunnah then what would we name and term the actual gunnahs," Vawda wrote on Twitter.

BDOs in Assam's Karimganj demand goons' arrest

Talukdar assured him of help but no police came, Hussain alleged. By now the miscreants, who were armed with canes and sharp weapons, entered the shop and beat him up mercilessly.His office staff, whom he had also informed, reached the spot soon after and admitted him to the civil hospital, Hussain said, adding that he has got stitches on his head and all over his body.
