Nagpur Metro: In first trial run, three-coach train covers 11.5 km at speed of 45 kmph (Express Photo) The Nagpur Metro conducted its first trial run on Monday as a three-coach train covered a distance of 11.5 km between Khapri and Ajni stations, at a speed of 45 km per hour to and fro. The Indian Express had earlier reported that the MahaMetro, which is implementing the project, is racing against time to conduct the first commercial run by December 26. The first commercial run is likely to cover eight stations along the north-south and east-west corridors. The trial run took place under the supervision of an 11-member team of Research Design and Standards Organisation, functioning under the Ministry of Railways. 'The team checked compliance markers, such as safety, braking system, acceleration and deceleration, among others. It will submit a report, following which a team of the Commissioner of Metro Rail Safety (CMRS) will undertake a visit for the final certification of safety to pave the way for the commercial run,' said a Metro spokesperson. Stretching 39 km over the two corridors, the work for the project began in 2014. Brijesh Dixit, the managing director of MahaMetro, said the Nagpur Metro will have the distinction of being the fastest completed Metro project in the country, the deadline for which is December 2019. Jharkhand: BJP's Godda bastion hurdle in way of Congress, allies plans

The constituency has been won by the BJP since 1996, except 2004 when it went to the Congress's Furkaan Ansari. The last two times (2009 and 2014), Godda was won by the BJP's Nishikant Dubey. Of Jharkhand's 14 Lok Sabha seats, the BJP holds 12. In the Mahagathbandhan camp, both the JVM and Congress have their eyes on Godda, which has a mix of castes and a substantial Muslim population, giving both parties hope. It is also low on development indices, despite a wealth of natural resources like coal. On February 13, the Congress's Jharkhand in-charge R P N Singh had said the Godda seat would be contested by a Congress candidate. However, that will not go down well with the JVM, whose senior leader Pradeep Yadav has been spearheading a local agitation against a thermal power plant. Both Ansari and Yadav had been in the race last time too. Going by that performance, Ansari has a stronger claim, having finished not too far behind the BJP's Dubey at Godda despite the Modi wave — getting 3.19 lakh votes (30.47 per cent of the total), to Dubey's 3.80 lakh (36.25 per cent). Yadav had been a distant third, with 18.44 per cent of the votes. However, Yadav, a sitting MLA from Poreyahat, one of the six Assembly segments under Godda, is hoping to capitalise on the agitation against the plant, plus anti-incumbency against the BJP government. 'I have several cases slapped against me as part of the agitation. I know the mood of the people,' says the 57-year-old. Should Yadav get the Mahagathbandhan ticket, the general view is that there will be a neck-and-neck competition. 'The BJP has done work, like making an airport in Deoghar, building an AIIMS. But this time Pradeep Yadav is in the news,' says Anuj Yadav, an OBC. Ansari, an MLA from Jamatara, attributes his loss last time to 'conspiracy'. 'I will abide by what party leaders say, but the ticket should come to me. Muslims, OBCs, the tribals and upper castes will vote for me,' asserts the 69-year-old. Of Godda's 16 lakh-odd voters, OBCs form the largest chunk, followed by Muslims, tribals, upper castes, SCs and Christians. Asked if Yadav enjoys an edge because of his role in the agitation against the power plant, Ansari says: 'It is all politics. People tell me they have given land by their own volition.' But the Congress's official line, as stated by spokesperson Alok Kumar Dubey, is that power generated from the plant 'will be sent to Bangladesh'. What is a JPC probe?

The Opposition has alleged irregularities in the deal. What is a Joint Parliamentary Committee (JPC)? A Joint Parliamentary Committee (JPC) is set up to examine a particular bill presented before the Parliament, or for the purpose of investigating cases of financial irregularities in any government activity. The JPC, an ad-hoc body, is set up for a given period of time and is aimed at addressing a specific issue. In order to set up a JPC, a motion is passed in one House and supported by the other House. The committee's members are decided by Parliament. The number of members can vary. There are twice as many Lok Sabha members as the Rajya Sabha. A JPC is authorised to collect evidence in oral or written form or demand documents in connection with the matter. The proceedings and findings of the committee are confidential, except in matters of public interest. The government can take the decision to withhold a document if it is considered prejudicial to the safety or interest of the State. The Speaker has the final word in case of a dispute over calling for evidence. The committee can invite interested parties for inquiry and summon people to appear before it. In the usual course of proceedings, the committee does not summon ministers to give evidence. The committee gets disbanded following the submission of its report to Parliament. Demand for JPC probe into Rafale deal The Opposition has been demanding an inquiry by a Joint Parliamentary Committee (JPC) into the Rafale deal, which they also pressed for in the on-going winter session of Parliament. After the Supreme Court dismissed petitions seeking a probe into the Rafale deal, Congress president Rahul Gandhi reiterated his allegation of corruption and argued that if a JPC probe is conducted, the names of Modi and industrialist Anil Ambani will come out. Further, the 29-page ruling by the bench of the Chief Justice of India mentioned pricing details of the Rafale jets was shared with the Comptroller and Auditor General (CAG) of India which, in turn, shared its report with the Public Accounts Committee (PAC).
