India considers moving WTO against the US over withdrawal of import sops

Currently, about 121 developing countries including India, Brazil, Afghanistan and Botswana are availing these benefits. The decision could impact India's exports worth USD 5.6 billion under this scheme. Removal of the benefits would result in the imposition of duties by the US on these 2,000 products, making them uncompetitive in the American market in terms of pricing. However, another source said that it might be a long drawn process in the World Trade Organisation (WTO) and the better option would be to resolve the issues through bilateral dialogues, as India has a trade surplus with the US. India approaching the Geneva-based WTO's dispute settlement body would depend whether the US is differentiating among the developing countries by excluding India based on WTO's non-compatibility criteria. In 2003, India had won a case in the WTO against the European Commission following its denial of GSP incentives for textiles and drugs exporters. Besides, India has an option to impose retaliatory tariffs on the 29 US products, deadline for which has been extended until April 1. India has extended the deadline to impose these duties for six times. Trade experts said that India has the option to drag the US in the WTO dispute over the GSP issue and impose retaliatory tariffs. "India can file a complaint to the WTO's dispute settlement body. But I think bilateral negotiations are the best options to find a solution to the issue," Professor Biswajit Dhar of Jawaharlal Nehru University (JNU) said. According to Federation of Indian Export Organisations (FIEO) President Ganesh Kumar Gupta has said that the US decision to withdraw duty benefits will have an impact on few domestic sectors such as processed food, leather, plastic, and engineering goods. The other sectors that were enjoying the duty benefits include building material and tiles; hand tools (spanners, wrenches, drilling equipments); engineering goods such as spark ignition, turbines and pipes, parts of generators, cycles; made-ups (pillow and cushion covers); and women's woven dresses, he has said. India has said that the US government's move to withdraw duty concessions will not have a significant impact on exports to America as the benefits amount to only about USD 190 million annually. The bilateral trade between the countries has increased to USD 74.5 billion in 2017-18 from USD 64.5 billion in 2016-17. Pollution control in NCR a failure

The average PM2.5 value in 2017 was 144.6 mg/m3 for Ghaziabad and 134 for Noida, according to the world air quality report by Greenpeace and Airvisual. The PM2.5 value for the same period according to CPCB data was 322 for Ghaziabad and 140 for Noida. 'While these are absolute figures, we have a set standard for measurement and there is no comparative data with other cities across the world according to our standards. Also, we are not sure about the sourcing of the private report or some of the parameters based on which they have calculated the data,' Ashok Tiwary, regional officer of Uttar Pradesh Pollution Control Board (UPPCB), Ghaziabad, said. He added that there is no need to panic as the authenticity of the report as well as the sourcing of data is yet to be officially verified. He also said that a similar report, released by the World Health Organisation (WHO), made no mention of Noida or Ghaziabad. According to Tiwary, Ghaziabad has been complying with all standards prescribed by the graded action response plan (GRAP) and three new automatic air quality monitoring stations have recently been installed in the city for better monitoring of data. Since Diwali last year, the air quality index has been frequently slipping to the 'poor' to 'severe' category. There has been no 'good' air day since July. Hostel warden of Alwar school suspended over sexual harassment charges against husband Principal Sukhi Ram said the two girls came to him crying and told him about their sexual harassment. NBFC crisis slows GDP growth, real estate worst hit

With the liquidity squeeze in NBFCs and HFCs, the refinancing cycle for CRE players has stalled." Jaikishan Parmar of Angel Broking told IANS: "It would be appropriate to say that the financial sector squeeze has been responsible directly, and to an extent indirectly, for the slowdown." Parmar added that ever since the RBI came down heavily on banks for encouraging the 10:90 pattern schemes, NBFCs were funding such projects. Also, the last mile lending by NBFCs on behalf of banks was driving the demand for farm equipment, tractors, two-wheelers among others, he said. NBFCs were also quite active in financing four-wheelers, which got impacted by the crisis. In fact, HFCs have already seen their loan book disbursements contract by nearly 20 per cent in the last quarter. On the severity of the liquidity crisis which hit the realty sector, Anuj Puri of ANAROCK Property Consultants said "nearly $34 billion of mutual fund debt in NBFCs and HFCs was maturing between October 2018 - March 2019". This shows that the October-March period has been a very tough six months for the sector. Puri explained that prior to the crisis, the sector was already dealing with a cash crunch and subdued demand, due to which more than 75 per cent of the available credit facility was already exhausted. He said: "As per the S&P BSE Realty index, the debt-equity ratio of the top 10 listed players in the financial year 2013-2014 ranged anywhere between 0.10 to 0.85 which increased to anywhere between 0.17 to more than 1 in the current fiscal." This may not seem alarming, but the situation is worse in the case of small and mid-size developers whose debt-equity ratio is much higher, Puri added. Besides, of the approximately 10,000 developers in the country today, only 35-36 are listed. Hence, the financial numbers could be even worse, Puri said. For the NBFC sector to pick up, most experts said the issues of maturity mismatch and cost of funds need to be urgently addressed. Investors should be cautious on those NBFCs, according to Kurian, which have high leverage or those which have seen credit rating downgrades or are facing significant funding constraints. "We would be cautious on NBFCs with chunky corporate exposures or large exposure to commercial real estate and capital markets," he added.
