180 Bangladeshis arrested while fleeing India, NRC listed among reasons

All the arrested people were handed over to Mohespur police station in Jhenaidah district of Bangladesh, across West Bengal's Nadia district. 'They said they went to work in India and returned because of unfavourable circumstances. 'The arrest of 180 persons in 20 days from just one police station area is unusual. I think that the fear of citizenship screening exercise and India's economic slowdown have both played a role in this,' Ray Chaudhury said. The West Bengal BJP welcomed the news and said the 'fear of NRC' had started to work and the illegal immigrants knew that they can't be 'protected by anyone'. 'Those in Bengal are still banking on Mamata Banerjee's promise of stalling the NRC. They too will start returning to Bangladesh once they realise that Banerjee can do nothing,' said state unit president Dilip Ghosh. Kerala students protest over death of 10-yr-old girl due to snakebite

Shehal Sherin, a fifth standard student, died after being bitten by a snake inside her classroom on Wednesday. "We want justice for Shehala. Stern action should be taken against the Parents Teachers Association (PTA), the teachers who refused to rush the student to hospital and the doctors who refused to treat her," a student said. A boy student, with a plastic snake wrapped around his neck, said there is not even a first aid box in the school where there are snakes slithering everywhere on the playground and in classrooms. There are snake pits in many places in the school compound, he said. Basic facilities like clean toilets are not available at the vocational higher secondary school, some others said. Meanwhile, Wayanad District Sessions Judge A Harris visited the school this morning and saw the sorry state of the school and its premises and said it was unfortunate. "We are taking the situation seriously," he told reporters. District Child Welfare Committee (CWC) President K Aravindakshan said based on newspaper reports on the death of the student, CWC had on their own registered a case. A detailed report has been sought from the Deputy Director of the Education department and District Medical Officer on the lapses on the part of school and hospitals, where the child was taken. Meanwhile, the government has suspended a casualty medical officer of the Bathery taluk hospital for not administering anti-venom to the child. Shehala Sherin, a fifth standard student, was taken to hospital over an hour after the incident at around 3 pm on Wednesday, her fellow students had alleged. Though her parents rushed her to four hospitals where no anti-venom was administered and they were told to take the child to the Kozhikode Medical College hospital, which is about 90 km from Sulthan Bathery. Chief Minister Pinarayi Vijayan said the incident was unfortunate and assured strong action against those responsible for the lapse in saving the child's life. "The teachers are supposed to educate the children on how to react in such situations. But in this case, the teachers, despite repeated requests from students failed to take the child to hospital," the chief minister said. Strong action will be taken against those responsible for any lapses in their duty, Vijayan added. Congress leader and Wayanad MP, Rahul Gandhi wrote to Vijayan, saying the school's "crumbling infrastructure" needed urgent attention of the state government. After a preliminary probe, a teacher, Shijil, was suspended for alleged lapse. Kerala Human Rights Commission and Child Rights Protection Commission have registered separate cases. ... Renewal of license for the second year will be with a 10 percent enhancement from the first year's amount. The Commissioner of Prohibition & Excise will fix the number of bars in each of the Urban Local Bodies (ULBs) like Municipal Corporation, Municipality and Nagar Panchayats, duly reducing the existing number by 40 per cent. In case only one bar exists in a ULB, the number will be retained. The number of bars in respect of 3-Star and above hotels and micro breweries existing in the ULB shall be excluded from the existing number of bars and the remaining ones will be reduced by 40pc. The licence period shall be two years from January 1, 2020 to December 31, 2021. In case of more than one applicant in a notified area, draw of lots by the respective district collectors will decide the eventual licensee. The business hours will be from 11am to 10 pm in respect of bars other than 3-Star and above hotels and food supply up to 11pm. For star hotels, the business hours shall be from 11am to 11pm and food supply up to 12 midnight. Another GO was also issued cancelling the existing licenses of bars across the State. ... Voting underway in 13 seats in 1st phase of Jharkhand assembly election

The Bharatiya Janata Party (BJP)-led government of Ragubar Das will seek a second term in the five phase election for the state's 81 seats, when the results are declared on December 23. Voting will take place across 3,906 polling stations, out of which 989 will have webcasting facilities, an Election Commission release said. Polling personnel, deputed in remote areas, were being airlifted, EC officials said. A total of 1,097 booths have been declared hyper LWE sensitive, while 461 polling stations are LWE sensitive. 'We have made adequate security arrangements both for electors and polling personnel. A large number of security personnel have been deployed at all polling stations, besides heli-dropping and cluster arrangements have also been ensured,' said Vinay Kumar Choubey, chief electoral officer (CEO), Jharkhand. Monitoring exercise is being carried out by flying squads to prevent violation of the Model Code of Conduct, such as distribution of cash, liquor and other inducements, the officials said. The BJP is contesting in 12 seats in the first phase, while it is supporting Independent Vinod Singh from Hussainabad. The opposition alliance of the Jharkhand Mukti Morcha, Congress and Rashtriya Janata Dal is contesting in four, six and three constituencies, respectively. Prominent candidates in the fray are BJP nominee and Jharkhand Health Minister Ramchandra Chandravanshi and Jharkhand PCC president and ex-IPS officer Rameshwar Oraon. Oraon is taking on ex-PCC chief and sitting legislator Sukhdeo Bhagat, after the latter joined the BJP recently. Former BJP chief whip Radhakrishna Kishore, who was denied ticket from Chhatarpur, is contesting on All Jharkhand Students Union party ticket from the same seat. Polling will begin at 7 am and conclude at 3 pm, the release said. 'The first phase will set the trend of polling for next four phases and also define which way the elections would go. Political scenario in all 13 seats is different from 2014 elections after formation of the opposition alliance. Haryana starts plans to develop Gurugram 2.0

The master plan of the new city was being worked out, officials said, with an eye on the year 2040. AECOM had also conducted a kick off and inception meeting of the project in May 2019 which was chaired by Rajesh Khullar, Principal Secretary to the Chief Minister. 'The new city adjoining Gurugram is a major step towards planned urbanization along the KMP expressway and alleviating pressures on the existing urban centres in the region,'' said an official. Outgoing Additional Chief Secretary, Industries and Commerce, Devender Singh said that the government plans a comprehensive review of the project soon. 'The suggestions of the core group members will be incorporated before the next round of deliberations,'' Singh said. He said the proposed new city adjoining Gurugram was a part of state government's larger plan to set up five cities along the alignment of KMP expressway in the national capital region (NCR). A Panchgram Development Authority will be set up to fast track the projects. The new cities will act as new urban centres and also open opportunities for trade and commerce. 'A draft Bill was presented to the Council of Ministers earlier this year. Following suggestions from the ministers, it is being reshaped and will be put up before the cabinet again,'' Singh said. As per the AECOM report, the planning of the 'Dream City' presented several opportunities that can be leveraged to make it an emerging economic growth centre. 'The new city will be strategically located with direct access from multiple roads and railway network. To make the city livable, adequate land would be earmarked for public facilities and amenities like universities, colleges, schools, institutional areas, public officers, open spaces, forests, stadiums and parks,'' said a Haryana official. Issues like seismic vulnerability, water scarcity, transportation would be kept in mind during the planning stages. Besides, the development and planning strategy would consider the existing villages and towns to ensure a reciprocal relationship between urban and rural areas. The consultant's report said that in the first stage of planning, an extensive process of analyzing baseline data including the physical site survey was carried out. 'The consultants have identified development and no development zones, done land suitability analysis, assessment of potential development and growth directions and prepared three feasible spatial alternatives,'' said an official.
