CAB clears Parliament test, Opposition to knock Supreme Court door
The decision to make the Bill a law came after the Upper House rejected motions by Opposition leaders to send it to a select committee. The Opposition is now planning to challenge the Bill in the Supreme Court, with many of them even arguing it won't stand judicial scrutiny. As protests raged in Assam and other parts of the Northeast, the Bill was passed with 125 voting in favour of the motion and 99 against it. The Bill sailed through the Upper House, where the Centre is short of a majority, with the support of the BJD, YSRCP and the TDP. The Shiv Sena opposed the Bill in the Upper House but walked out at the time of voting. The Sena had voted in its favour in the Lok Sabha. Union Home Minister Amit Shah criticised the Sena's U-turn, wondering if power makes people change overnight. While Shah said the passage of the Bill would bring a new dawn for thousands of refugees, the Opposition said it would be a dark and long night for those left out. "We have included six religions. There is no appreciation. The only focus is on Muslims.... Are Muslims in Pakistan, Bangladesh and Afghanistan minorities? Will it be secularism only if Muslims are included? As per your definition, only if Muslims come, then it will be secularism," Shah said, adding that in the past five years, over 500 Muslims have been accorded Indian citizenship. Asserting that Muslims need not fear, Shah said: "This bill will not hurt the sentiments of any community. I want to assure the Muslims that there will be no injustice to them. This Bill is not about snatching anybody's rights." Several MPs from the Northeast, including from the BJP, highlighted the protests against the Bill and urged the government to allay the fears of the agitators. Ripun Bora, Congress MP from Assam, said the law would undermine the claim of Indian Hindus in his state. "Assam is burning. Northeast is burning. By the Citizenship (Amendment) Bill, you are going to force our Indian Hindu people to become foreigners. This is only for political polarisation." Slamming the Bill, senior Congress leader P Chidamabaram said, "What we are doing here is wrecking the Constitution from within. Hopefully, the judiciary will strike it down and save India and the idea of India." Trinamool MP Derek O'Brien compared the Bill to the laws passed in Nazi Germany and made an emotional appeal to the conscience of JD(U) and BJD members. DMK's Tiruchi Siva asked why the Centre had cherry-picked only three countries and ignored Hindu minorities in Bhutan, Myanmar and Sri Lanka. "There is a sense of apprehension among Muslims who are living under fear." Calling it a sad day, BSP's S C Mishra said the Bill was against the Preamble of the Constitution. New rotavirus vaccine designed for easier stocking, transportation
'Rotavac 5D is the lowest dose volume rotavirus vaccine in the world. The vaccine is cost-effective due to its low cold chain footprint. It is presented in easy to store multi-dose vials, resulting in savings of nearly USD 0.30 per dose in supply chain and delivery cost,' said the chairman and managing director of Bharat Biotech Dr Krishna Ella. A single-dose loaded-syringe for the same vaccine will also be available for small private clinics. The vaccine would cost about 25% higher, between $1 and $1.5, according to a company official. Rotavirus vaccine is an oral drop to prevent diarrhoeal deaths in children. Three doses of five drops each have to be given to children at 6 weeks, 10 weeks and 14 weeks to protect against rotavirus infection. Diarrhoea is one of the leading causes of mortality for children under five years of age, accounting for about 9.3% of these deaths. And, rotavirus causes about 40% of all diarrhoea cases in India. It leads to 80,000 to 1 lakh deaths in children. It also leads to about 9 lakh admissions, and 32.7 lakh visits to the clinics in India every year. India included Bharat Biotech's previous variant Rotavac in its universal immunisation programme in 2016. The company's Rotavac captures around 70% of the market for the anti-diarrhoeal vaccine in India, according to Dr Ella. There are three other vaccines available in the Indian market - Rotasil by Serum Institute of India, Rotarix by GlaxoSmithKline, and RotaTeq by Merck. The company claims it has already sold 100 million doses of Rotavac in around 25 countries. Pakistan struggled for wickets in the first session as Sri Lanka reached 89-0 at lunch. Their conduct seems to suggest that this may not be the first time they have done it.' About 23 police teams are on the lookout of the suspects. 'With the new sketch today, the search changes and it is a challenge for all the teams because this new sketch does not match the first two prepared by the police based on the description given by the girl and her friend. But she is in an extremely delicate state of mind as she is all of 15 and not even matured enough to have grasped important clues,' Jadeja said. Police announce Rs 1 lakh reward for info on accused Police said that the challenge before the teams is to track down the two men without even knowing if they have actually visited the scene of crime. 'The area is so vast and dense with reptiles, including crocodiles, in the vicinity that even locals have told us they are not familiar with the route inside. When we went back to the place to reconstruct the crime scene on two occasions, the girl was unsure of the exact place because it is a maze. Most of our police officials also felt lost during the day,' Jadeja said. The DCP also said that although the girl has described the accused, CCTV footage of the area from Thursday night has not been of much help as it was the night two days after new moon. 'The night being just the second evening after new moon, there was complete darkness in the area. The CCTV has shown two men entering the area but the victim is not able to identify them. Even when the crime branch teams visited the area on the fourth day after the new moon, we could barely see each other,' Jadeja said. Two suspects interrogated multiple times, none arrested The police have also offered counselling to the victim and have requested citizens to refrain from misusing the sketches to defame people who could resemble the sketch without allowing the police to complete investigations. DUTA members plan to march to Parliament on Monday over their demands
A march to Parliament will be organised on Monday from Mandi House, they said. The teachers' body said the HRD ministry has conceded to their demands, including the withdrawal of the 28 August Delhi University circular on appointment of guest teachers against substantive vacancies. 'However, it is unfortunate that the government has not agreed to the absorption of ad-hoc and temporary teachers to end their exploitation and humiliation,' it said, adding the general body meeting has therefore decided to continue the agitation to pursue this demand as well as others.
