France to consider state of emergency to contain violent riots

French President Emmanuel Macron said on Saturday that the wave of violence and vandalism in Paris on Saturday could not be justified in any way and had nothing to do with a peaceful expression of legitimate anger. 'No cause justifies that security forces are attacked, shops pillaged, public or private buildings set on fire, pedestrians or journalists threatened or that the Arc de Triomphe is sullied,' Macron told a news conference in Buenos Aires, where he was attending the G20 summit. Declining to take questions after a day of rioting in Paris, he said those who had carried out the violence merely sought to spread chaos. He said he would convene a meeting of senior ministers has soon as he returns to discuss how to respond. On Saturday, some targeted the Arc de Triomphe, chanting 'Macron Resign' and scrawling on the facade of the towering 19th-century arch: 'The yellow vests will triumph.' Protesters smashed the windows of a newly opened flagship Apple Store and luxury boutiques of Chanel and Dior, where they daubed the slogan 'Merry Mayhem' on a wooden board. Close to the Place Vendome, Christmas trees decorating the streets were upended, piled in the middle of an avenue and set ablaze, prompting chanting from scores of protesters. Order appeared to have been restored late in the evening, although small groups were still at odds with police near the Champs Elysees. Authorities said violent far-right and far-left groups had infiltrated the yellow vests movement. Interior Minister Christophe Castaner said most of those arrested were regular protesters who had been egged on by the fringe groups. The protests began as a backlash against Macron's fuel tax hikes, but have tapped into a vein of deep dissatisfaction felt towards the 40-year-old's economic reforms, which many voters feel favour the wealthy and big business. Unrest erupted in several towns and cities across France, from Charleville Mezieres in the northeast to Marseille in the south. In the Riviera city of Nice trucks blocked access to the airport, and in the central town of Puy-en-Velay the police headquarters was set on fire. The protests are taking a toll on the economy. Parts of central Paris that should have been packed with tourists and Christmas shoppers resembled battle zones, as smoke and tear gas hung in the air and debris littered the ground. We need better reporting of household air pollution

So far, over 50 million households have benefitted from the scheme. Still, there are households that use cook stove and cooking fuel. Even among those who have an LPG connection, which constitutes both the well-off and poor households, burning of solid biomass on a regular basis or on special occasions is still practised. In a recent study prepared by the Automotive Research Association of India and The Energy and Resources Institute (TERI), it has been highlighted that close to 3 million households in the National Capital Region (NCR) use biomass fuel. It is noteworthy that the use of traditional stoves and burning of solid biomass is not restricted to cooking only. It is also used for multiple purposes such as space heating, keeping the flies/insects away in the animal sheds, warming food/water for preparing an animal feed. While all of this is known for a long time, the wider focus has been given on replacing the cook stove that is used for cooking food only. This leaves the issue of HAP unaddressed. Incidentally, most large scale household surveys only capture data for cook stoves used in the house and don't capture data for fuel and device used for space heating in households. Exposure to HAP is detrimental to health. But household dwellers, who are regularly exposed to toxic fumes, do often not realise this or associated economic implications. At the macro level, the health impacts of HAP are estimates, which are generated using scientifically proven models. Many of these models draw data from scientifically robust work undertaken by researchers, government institutions and from reports of other eminent institutions. There is a need for exploring ways to strengthen the model by feeding data that is more reflective of the insights at the grassroots. In the current paradigm, we don't gather large scale micro level data pertaining to air pollution-related disease burden at short intervals. This can be realised by introducing institutional mechanisms for reporting HAP/air pollution-related disease burden. Having a more robust estimate of HAP/ air pollution-related health impact will enable in setting a baseline that can be leveraged in the long run to determine the benefits of mega energy access initiatives in any particular region. A country-wide decentralized reporting mechanism can be mandated by the government, supported by Information Technology, which enables health care centres to upload details of cases linked to air pollution. Karnataka: Gold angle surfaces in missing man case

Sources told TNIE that the day Sandeep went missing, his neighbour in Kerala received a call from an unidentified person saying that he was willing to sell gold at a cheaper rate. The caller told the man that he came in possession of antique gold, which he could not sell in the open, hence was making random calls. When the police tried tracing the number, they found that four others from Kerala had received calls from the same number offering the same business. "We have collected call details and are in the process of tracing the number. A team was sent behind the caller but the number was registered on a fake ID. We are not sure whether Sandeep had anything to do with buying gold. Interestingly, four persons who did business with him were called by the same caller," said a senior police officer from Chikkamagaluru. "Hours before Sandeep went missing, he had withdrawn all money from his bank account leaving just Rs100, from an ATM in Balehonnur. There is also no trace of Rs 7,000 that Sandeep was carrying. It could be in his pocket as well. Sandeep also made a call to his wife in Kerala after he got out of the ATM. Afterwards, he made another call to a friend, in which he mentioned that he may have found something interesting here, of which he would tell him once he returned. There have been cases where buyers were attacked or robbed in gold rackets. Hence, we are probing the case from all angles," the officer added. Kerala police to take over investigation A team from Kerala is expected to arrive in Chikkamagaluru on Monday. The district police will hand over all investigation reports at the present status of the search operation. The police have marched 25 km downstream of Tunga river in search of clues.
